Management
- Implement a strategic-planning process, under leadership of the Deputy Director, which articulates Director’s 10-year vision for FNAL.
- Design and implement a process to resource-load the Laboratory’s work breakdown structure (WBS) to a level appropriate for each Laboratory function.
- Document roles, responsibilities, accountabilities, and authorities (R2A2s) at all levels.
- Implement a space-utilization and facility-reuse program.
- Provide tailored project-delivery training for scientists and other personnel assigned to upcoming projects.
Assessment
- Implement a new FRA Management and Decision Support Dashboard to allow DOE and FRA managers to monitor performance in near-real time.
Performance
- Create the Office of Quality and Best Practices (OQBP) to drive continuous improvement and best practices and implement laboratory Assurance and Quality programs.
- Assign designated subcontractor EG&G/URS, under direction of OQBP, to assess FNAL functions, processes, and organizations for improvement opportunities.
- Enhance QA program to provide a robust program based on DOE O 414.1C that meets best practice standards of national and industrial laboratories
- Establish Director’s Advisory Council on Integrated Assurance to provide an assurance program to include the requirements of DOE Order 226.1 and DEAR 970.5203-1.
- Establish Director’s Council on Diversity to advise the Director on steps to diversify the FNAL workforce.
- Initiate planning to obtain certification under international standards OHSAS 18001 (Safety & Health) and ISO 14001 (Environmental).
